Delco Envelope Examination Ends; County Praised — An examination of ballot envelopes in Delaware County, Pa. at The Wharf in Chester ended soon after noon, today, July 19. The envelopes were from the May 16 primary election. The examination took about seven hours over two days with six stations. The examiners — all volunteers — photographed each envelope signature.
Delaware County Concedes, Will Let Auditors See Ballot Envelope Signatures — Delaware County, Pa. has agreed to allow Republican candidates and poll watchers to count mail-in ballot envelopes from the May 16 primary election and see the signatures on them, according to Greg Stenstrom who is one of the poll watchers. Stenstrom received an email yesterday, July 13, from county Director of Elections Jim Allen saying “the envelopes are going to be available for review unredacted.”

"The counting of ballot envelopes by Republican candidates along with citizen activists was postponed after Delaware County officials ordered envelope signatures to be covered with tape before they were counted.
The counting was scheduled to take place, yesterday morning, June 2 at the county’s Wharf election facility.
The covering was allegedly ordered by the Pennsylvania Secretary of State. There is suspicion that it was done at the behest of Gov. Josh Shapiro. ..."
"Robert Mancini of Media has requested a summary judgement regarding a right-to-know case heard May 24 before Delaware County (Pa) Common Pleas Court Judge Spiros Angelos.
Mancini wants a written admission from the county that the “trusted build validation records” for the county’s Hart Intercivic used in the November 2022 election do not exist. He also wants attorneys’ fees, a civil penalty and other sanctions as assessed by the court.
The hearing was held to determine whether Delco has to give certain elections records sought by Mancini as per right-to-know requests filed last year.
The county initially refused.
So, Mancini appealed to Pennsylvania’s Office of Open Records which ruled in his favor.
While the county reluctantly conceded four cases after arbitration, they appealed four others to Common Pleas Court. ..."
"The results of the May 16 primary are slated to be certified Thursday, June 1. Not so fast, says Joy Schwartz, a Republican candidate for Delaware County Council. She requested permission to count the envelopes that the mail-in ballots were sent in. The county denied that request, despite what she claims is clear language under Act 77, the 2019 law that permits mail-in voting. ..."
"Delaware County disenfranchised a handful of eligible voters in the May primary by rejecting their provisional ballots, based on an allegedly incorrect interpretation of state law, the American Civil Liberties Union of Pennsylvania argued in a new lawsuit.
Following the May 16 primary, Delaware County’s Board of Elections decided not to accept provisional ballots cast in person by voters who had already been told their mail ballots were rejected due to technical defects. That means that these voters were twice rejected, after trying to remedy their mail ballot mistake by voting provisionally at their nearby polling places, and ultimately were unable to have their ballot counted. ..."
